Parking Brake Binds

Have a 2004 Z71 Avalanche. It has a 3 inch lift on it.  Even before the lift the parking brake will "bind" when it is nose down.  If back is down, it does not happen.  If nose down I have to release the parking brake, put it in reverse and then move in reverse 1/2 inch and it clicks down on the floor by the released pedal.  If I attempt to go forward the truck contorts and then there is a loud click and it releases.  I have replaced the floor pedal system and the rear brakes in the last 3 months.  Any ideas what might be binding?
